The consulate is in the Philippines. Is it possible to call the consulate and ask them to schedule the interview? Or just wait for notification?

no that’s not possible. Immigrant visas are scheduled by NVC once your case gets to the front of the line.

Afraid I have no idea on the backlog for Manila, but as @powerpuff has said you're in the queue for an interview and just have to wait to be notified. Hope it's not too much longer for you.

Assuming you are talking about CR or IR - 1 and 2, currently US Embassy Manila has largely scheduled all cases DQ up until somewhere around mid January.  No one but a very few expedites DQ'd since January has had interviews scheduled.  So the present backlog is pretty precisely, "since mid January".  There has been no recent discernable new scheduling activity for several months now which is unusual.  There seems to have been some sort of temporary pause in scheduling.

 

So as of now one could say US Embassy Manila is up to mid January, haven't released many new interview letters in several months, so one could speculate there would be a large batch of new scheduling due to occur "soon".  DQ in February in theory shouldn't be waiting to much longer.  However no one knows for sure when they will send out the next batch since they have lacked consistency lately.

 

All of the above applies only to CR or IR 1 and 2 at US Embassy Manila.  All categories other than CR or IR - 1 and 2 have totally different backlogs.

  • July 08, 2021: Wife Documentarily Qualified by NVC
  • August 31, 2021: Stepdaughter Documentarily Qualified by NVC
  • September 15, 2021: Received Interview Date from NVC, October 05, 2021
  • September 22, 2021: Passed physicals at Saint Luke's Extension Clinic
  • October 05, 2021: Interview at US Embassy Manila. Verbally approved by US Consul. Positive interview experience.
  • October 05, 2021: CEAC status changed to "Issued"
  • October 07, 2021: Passports tracking for delivery on 2GO Courier website
  • October 08, 2021: Passports with visas delivered.  "Visas on hand"
  • October 08, 2021: Paid Immigrant Fee
  • October 12, 2021: Temporary CFO Certificates Received
  • October 26, 2021 POE arrival at LAX
  • November 02, 2021 Social Security Cards arrive in mail
  • January 31, 2022: USCIS Status changed to "Card Is Being Produced"
  • February 04, 2022: USCIS Status changed to "Card Was Mailed To Me"
  • February 07, 2022: Green cards received.

I am talking about IR 1 and 2. I will just wait then, hopefully this year I will get a notification from NVC. Thank you so much!
