Send to a different service center?

Timeline

My mother (has greencard) is filing an I-130 for her daughter who is "unmarried and over 21" online.
But since my mom is in CAli, I'm assuming this application will go to the California service center which is reported to be super slow.

I was thinking about asking her to print the forms out and send them to the Nebraska center.
Does anyone know for certainty if they allow it?

Another vote for online filing.  Also study the process.  You don't get to choose service centers.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Your mother's daughter is in for a long wait. F2B preference PD is 22 September 2015.

The daughter cannot marry as the petition will be denied as there is no category for married sons and daughters of LPRs. 

It doesn't matter where the petition is adjudicated but it will be adjudicated. 

File the paperwork then forget about it.

You need to learn about family preference visa categories.   The visa availability has nothing to do with the service center (even if it did, you can’t ‘choose’).

 

Best bet is to research how the visa bulletin works.   She’s in for a very long wait.

@Hopeworld I see you petitioned your sister 1 year ago, too. 

Have you told her to also play the diversity lottery? One of our members @SusieQQQ played the lottery while waiting on a petition to be approved and won before her PD became current. You should explore all the different avenues for your sister to move to the US.
