I am Housemaker, Can I file F-130 for My sister?

What kind of help?  A sibling visa is not going to happen any time soon.  I would start formulating an alternate plan.

Registered Nurse- Retired- I practiced in the areas of Labor & Delivery, Home Health, Adolescent Psych, & Adult Psych.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Just help at home as i might have surgery that will block me to do daily chores and mental support during the process and after.

No she can't.  That visa category is numerically limited each year.  You should familiarize yourself with the visa bulletin.

I know, right?. I dont know anything about visa. I just think the process will be same like when USC file K1 for me in the past. So it seems not as easy as I think.

Yes, my husband will be a joint sponsor.

She won't likely get a tourist visa, ever.

 

If you need household help, your best bet is to hire someone locally.

Is it she a nurse or something? If you need just a família support for this period , immigration visa is not for this.

 

Even if she was applying for any other visa (not tourist) Will not take less than 1 or 2 years.

Most countries do not even have a pathway for siblings to immigrate.  USA still does, but might not in 20 years.

Siblings are not immediate family members so there are limits as to how many can be issued per year. This has caused a massive backlog and currently, if you file today, the visa number will be available in about 20 years.
