NVC transferred to Consulate "Ready", no interview

I have a friend who is applying for an Immigrant Visa through marriage to a US citizen. Their NVC documents were documentarily qualified on June 29, 2022. On Monday, their case status changed to "In Transit" to the consulate in Ciudad Juarez. Yesterday their case changed to "Ready". However, she never received an email with the interview information. Today she called the consulate and they said they haven't received the case yet. Is this just a timing issue, and she should receive an appointment email shortly? On the Juarez consulate FB group, many people have been getting appointment information before their status changes from NVC to Juarez, so she is a bit worried. Is it normal? Any help is appreciated.

Timeline

the notice may come by email (look into junk section of email ID )  to the USC if the USC gave a valid email ID

if not, the letter for appointment is sent from NVC to USC and in transit means at this time neither NVC or the embassy has the packet till it arrives at the embassy 

be ready with the original documents u submitted to NVC for this interview

the notice the USC will recieve will include how the medical exam is scheduled by the immigrant

Dr names are usually listed on US embassy site
