Can NVC inquire case status from the Embassy?

According to https://travel.state.gov/content/dam/travel/Congressional-Liaison/events/Tips_for_Congressional_Offices_with_NVC_FOR_PACKAGE.pdf Point #6:

NVC researches cases and communicates with overseas embassies and USCIS when necessary. As the “middle
man,” NVC cannot on its own:
• Approve an expedite or transfer request
• Reinstate a case
• Explain the reasons for a visa denial

It looks like they can based on above?

I don't think so.  Once a case has been sent to the consulate, the petitioner/beneficiary must communicate directly with the consulate. In fact, the section you quoted basically shows that NVC is out of the picture once a case has been closed.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

It’s out of NVC’s hands once the case is sent over to the consulate. If you’re thinking to inquire NVC about your current refused status, they will redirect you to the consulate.
