I think OP would like to know if there's anything on the brother's criminal record, from the time they had a mental health crisis.  It's a valid concern.

Obviously, a new criminal check will be required for the interview, if they decide to immigrate one day.

Of course anyone can make personal inquiries at any time.  Like you said, it would not be valid for immigration purposes.

and incase if my brother go to canada to visit or any reason , from where he can get police report? Is it from police station or online somewhere? 

Here is a link for obtaining a PCC for Canada from India. If your brother is still able to travel to Canada freely there is probably nothing to worry about as Canada is also fairly strict about who they allow into the country... What do you mean your brother was "restricted" from his school? Was your brother deported from Canada or was he asked to leave the school temporarily due to mental health issues? You might want to get the full story... was his student visa revoked or did he make the decision to return to India to get better? Here is another link with the advice showing individuals how to obtain records.

  • 2022 March , someone called police and told them my brother was walking near railway , so they admitted him in hospital. And when doctor check him, they find out he is struggling with depression issue. So they gave him 3 weeks treatment in metal illness department and told him to continue his medication. 
  • December 2022 he visited us in US, he was totally fine. and somehow he also thought he is totally fine and no need to take medication. So he didn't took medication from End of December to Feb 2023. So again on Feb 14 2023, he was arguing and told threatening things 2 times to different people. So Police took him and admitted him to hospital. And he was in hospital for 3 weeks again. and his college told him that he is restricted till further notice. Few days ago we asked in his school about restriction, and from school they told that they are not decided yet but they are taking this seriously so plan accordingly. So we are assuming he will not allowed in school. 
  • So I am under impression , he was not arrested, police didn't took his signature or anything. I think police who help to patients, those police took him to the hospital. He was not arrested. 

 

 

We filled his I-130 on my mother in May 2023. Priority date on i-130 is may 6, 2023. so when in attached table F2B India visa will be May 6, 2023 at that time we need to process further, right? At that time we just need to file i864 and they will invite us for ds160 right? anything else we need to do?

No, I-485 is not an option for your brother.  He is outside the US.  I-485 is only for adjusting status while in the US.

 

And, even if he were in the US it is not an option, as his Priority Date is not current.
