I don't know anymore what i'll do right now, I'm having anxiety. I can't afford any fees and lawyers because my i-485 got denied marriage-based (U.S Citizen).  We filed our case since 2020 and it almost 2 and a half years now. 
The reason for denial are two reasons:
1. The petitioning sponsors 2021 Federal income tax return (by that time it wasnt available)
2. A  Form I-864 of the latest edition date from a qualifying joint sponsor. (it shouldnt be joint sponsor but just a sponsor, its just my husband can sponsor me)

We dont know how do the right way of cover letter for I-290B stating why our case should be reopen
We want to send a I-290B form to reopen our case.

1. Did you get any RFE's for the I-874 and tax returns?  If so, did you respond in time?

 

2. If there were no RFE's, did you take an updated I-864 to the interview? 

 

3. If no to 2, then did the interviewing officer give you a chance to submit the updated I-864?

It sounds like you either failed to respond to an RFE or your response was not sufficient.  If so, there is no recourse, imo, other than to refile another complete package asap.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

My money says "Yes".

Usually reopening your case works when USCIS made a mistake that led to the denial, which doesn't seem to be the case. 

FROM F1 TO AOS

October 17, 2019 AOS receipt date 

December 09, 2019: Biometric appointment

January 15, 2020 RFE received

January 30, 2020  RFE response sent

Feb 7: EAD approved and interview scheduled

March 18, 2020 Interview cancelled

April 14th 2020: RFE received

April 29, 2020 Approved without interview

May 1, 2020 Card in hand

 

REMOVAL OF CONDITIONS

February 1, 2022 package sent

March 28, 2022 Fingerprints reused

July 18, 2023 approval

July 20, 2023 Card in hand

 

N400 

January 30,2023: Online filing

February 4th, 2023: Biometric appointment

June 15th, 2023: Case actively being reviewed

July 11th, 2023: Interview scheduled.

August 30th, 2023: Interview!

August 31st, 2023: Oath ceremony scheduled.

Sept 19th, 2023: Officially a US citizen!

USCIS won’t reopen it, because it was not their mistake.   Just refile.   You may benefit by having someone help you with the forms if they are difficult to understand.

Don’t worry about the cover page, that can be a simple Letter detailing what is being included …so complete financials 2021 and 2022 Tax Returns and IRS transcripts and W-2s along with current paystub and Employment Verification Letter for your husband/ Sponsor.

 

Mark both Motion  to re open and Motion to reconsider on the form and make whatever statement you want as an addendum to the form. 
For example ask that qualifying income documentation be considered now as it is new evidence you were unable to timely provide previously. The Petitioner/ Sponsor’s job is stable and income well above poverty guidelines but for reasons beyond your control, you were unable to obtain documentation on time.

 

Give the I-290 B a shot ..you will know in a matter of weeks if they will grant or you need to refile. I am inclined to say they will approve.
