Thanks all for your answers!

I did some digging, and if you apply (I'm doing the CR1) paper, it says that you don't need to have a passport photo of your beneficiary *unless* your beneficiary has been in the US previously, which mine has not (just for anyone out there in my same situation).  In any case, I think I will file online, so I am guessing it is must, to have the photos to upload of my beneficiary, and thanks for tips for the Peruvian way to do this!

Best,

MJ

Your statement will not prevent an RFE.  Scanning, emailing and reprinting is perfectly acceptable.  There is no need to physically mail.

Good to know, thanks!

Don’t want to play their game?  = no visa.

Good thing they have other options that I saw after reading the fine print of the instructions form, as long as your spouse isn't in the US, you don't need to submit beneficiary photos for i-130.

My wife actually got a new passport photo done in Peru since that's where we happened to be on vacation together when her I-130 was approved and we were preparing embassy paperwork.  It was very easy.  I think we paid 20 Sol to a passport photo photographer in a mall to take the picture and give us five 2"x2" prints plus he sent the .jpg copy to my wifes WhatsApp.  By default he wanted to do European size photos and we had no luck explaining 2"X2" but he finally figured out "Americano" size photos.  Someone suggested later that we should have just asked for 50mmX50mm but in any case we worked out the size issue.  Back here I tiled the digital photo six each on 4"x6" prints uploaded to Walmart and now we have a lifetime supply of expired passport photos for like $1.50.

Great tips!

My fiancé and I finally landed on the CR1 visa. Earlier, we were considering a K1 visa, because we faced some problems obtaining a marriage license in Peru in March when we held our religious ceremony. We plan to get married in the summer in Peru and then apply for a CR1 visa. So, to be technical, he is my fiancé, but by the time we file we will be married and going for a CR1 visa. Thanks for the clarifying question.

If this is for a spouse and the spouse is overseas no need to upload the photos according to the I-130 instructions.

"You must submit two identical color passport-style photographs of yourself and your spouse (if he or she is in the United States) taken within 30 days of filing this petition"

But, passport photo will be required at NVC stage.
