Passport not receive after the interview

My husband and I interviewed last April 12,2023, F3 visa category, the consulate return our visa because they need some documents for the late registration of my husbands birth certificate.. Mine was OK. We provide the documents needed the next day, we send it to Us Embassy in Manila via LBC as Courier. 

May 4, 2023 my husband received his passport with immigrant visa.. 

I didn't receive my passport until now..i don't know if it is lost by the courier or  misplaced in the Embassy.. 

Who is liable for this?? I have receipt from the courier stating that they sent it to Us Embassy in Manila..

Are you the derivative beneficiary?  What is your case status on CEAC?
