Which add5did she put for GC delivery? Foreign or US? 

 

Does DV GC require $220 delivery fee @Crazy Cat? If so, @Diamda2005 did she pay it?

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

So her green card was never sent to US address and yes all the fees were paid

 

she put a US address for delivery

Yes, the GC fee is required for DVs.

Did she pay $220 delivery fee? This is different from any other fee

The I90 for a replacement card is taking close to 2 years.  Won’t help too much for a quick visit in the immediate future, but may help if she wants to relocate.

That is a tough one since she has no physical GC.  If she had a valid physical GC, she could probably board a plane and come back and deal with any tough questions by CBP.  I don’t think an SB-1 is an option, but you can research that.  Not sure if she can file an I90 to get a replacement card.  Maybe @Mike E can weigh in.

File I-90 to get a new gc.

 

While I-90 is pending, fly to Canada, walk into U.S., presenting the original passport with the endorsed DV plus the I-90 receipt. Expect to pay the I-193 fee. Refuse to sign I-407.

So…..she doesn’t want to just visit.   She wants to immigrate.   B visa is not the right visa, and it would be fraudulent to pursue it  because she’d have to lie about her intent.   Don’t do that.

So being away for 7 years, living and working in another country without maintaining US domicile isn’t abandonment of the GC?

Of course it is but here we deal with reality, well usually, unless it is a breach of the ToS

7 years is nothing

 

She has a good excuse: her gc was never delivered and she thought she needed a gc to fly to the U.S.  This is on the U.S. government
