rejection was after I studied and worked in Sweden and Saudia.

Sounds like your situation hasn’t changed other than applying to a PhD program as opposed to doing another masters.

Generally, applying for a non immigrant visa from a third country lowers your chance of approval- because you don’t have ties to THAT country and your ties to your home country are weak…. 
But, if the university you’ve been accepted to in the US is prestigious enough I can see you receiving your F1. 
People have received F1 visas while waiting on an immigrant visa… anything is possible.

How common is that?  Seems to me that, unless the OP can provide convincing strong ties to some country outside the US, he/she is unlikely to get F-1 approval.....but, I am not the Consulate Officer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

My university I have got is top ranked , Virginia tech , and other one in university of central Florida , they both are good ranked universities

A couple of months ago (maybe a year?), a poster's husband managed to receive an F1 while waiting on the I-130... I think OP's chance are extremely slim with the information provided but the OP in that situation explained when it is a prestigious school CO's might be more likely to approve the application. I will keep looking for the post~
