I received a DQ. However, my household members' I-864a's and proof of relationship to sponsor are still just "submitted" rather than "accepted". Everything else including W-2 and Tax transcripts was accepted. What does this mean? Is it a glitch on NVC's side or should i be concerned?

As long as you got the DQ email and inbox message, no need to worry about the individual status of the documents.  Your case is already DQ, whether the documents are "submitted" or "accepted".

Maybe I'm wrong but it seems like those weren't looked at yet, or perhaps not needed.  Do those pertain to I-864 co-sponsors?

It changed to accepted shortly after. It's just a glitch from what I've heard others say also.
