Within 4 weeks of quitting.

You won't be able to receive any benefits until you get your EAD but you should apply within 4 weeks of your last day of work.

Your benefits are less and it takes longer for them to kick in.

Additionally you'd want to fill out and fax an Antedate form to help make sure it's not counted as late, because why not? You got nothing to lose: http://www.servicecanada.gc.ca/fi-if/index.jsp?app=prfl&frm=ins2987〈=eng

I just filled out my application now because, well, I'm stupid and didn't do it a long time ago. I had to call my employer to let him know I put his name on the application because the transfer was a "maybe", and he let me know that there's a very low chance I'll be approved for EI as I wasn't sponsored but wished me good luck throughout the process. Is this true?

I'd like to apply. I was suppose to move December 24 but my dad had a stroke so I had to change my travel plans. My last day of work was December 16th. I hope to leave to the states by January 10. I don't want to lose any benefits. Would I still be able to apply? What do I need to provide at this point other than my ROE?

You can still apply. You can't provide anything extra until your EAD. Just make sure they know you're an international application because it's dealt with through a specific office.
