when the rejection letter will come on the first application ( asking me to resubmit the packet list along with a copy of the rejection notice + a new cheque )

and I will gonna be like already submitted, how should I reply on this rejection letter? 
Please help me, I really would like to resubmit instead of waiting in such anxious situation but afraid of any possible complicated outcomes 🥹
