Well that depends how long there is before the PD is current, thet will not send it to the Consulate until the PD is near current

It baffles me how they consider brothers and sisters immediate family members but when it comes to this they are not 😂

The issue is that the number of sibling visas that can be issued each year are capped and there are a lot of applications

The immediate family is a defined group of relations, used in rules or laws to determine which members of a person's family are affected by those rules. It normally includes a person's parents, siblings, spouse, and children

 

so,  by immigration law (or rule), they are affected by the quota limit per year not that they are not immediate family but by the quota set on siblings'
