You can download all of them for free on official IRS website, if that's what you mean. There are different statements available, you need tax return transcripts. Printouts of those are accepted, yes.

Definitely a problem.  You must submit all pages of your tax returns or tax return transcripts.  If you choose to submit your returns instead of transcripts, you must also submit all W2, 1099, and other tax schedules with the 1040.

 

From the I-864 form instructions -- https://www.uscis.gov/sites/default/files/document/forms/i-864instr.pdf

"If you provide a photocopy of your Federal individual income tax returns, you must include a copy of each and every Form W-2 and Form 1099 that relates to your returns. Do not include copies of these forms if you provide an IRS transcript of your Federal individual income tax returns rather than a photocopy unless you filed a joint income tax return with your spouse and are qualifying using only your income."

You guys convinced me to submit tax transcripts. My only problem is that I don't have them for 2022. Would have to file my 1040-ies first.

they do /it says latest tax year

they don't say it will be on hold but if you haven't sent lax year , they are waiting for it and noting happens till NVC  gets it (that's on hold)

Why?   you have the RFE

Sometimes RFE is followed by NOID or denial if you don't give everything USCIS needs.
