I submitted the DS260. The next step is to submit Civil Documents but where do I submit it? Travel.state.gov website in Immigrant visa processing says to upload in CEAC but when I go to CEAC it takes me back to completed DS260 webpage. I do not see any option to upload Civil Documents in CEAC webpage.

You will have to mail in the civil docs to NVC. There is no option to upload for EB cases. My attorneys sent the docs last week. My docs were delivered today to NVC.

Check the nvc welcome letter sent to you there should be a mailing address you will be asked to send the civil documents to. Double check with your attorney.  You can  also post your question or check the EB1/EB2 DQ IL thread.
