u  applied for a spouse visa in January and could be denied a tourist visa if assumes he will come and adjust to stay

depends very much on his home country

Not specific amount, but think for yourself. Would it be reasonable to travel to the US with $100 for a two week trip? Probably not.

 

What all the ties does he have to the home country? Does he have a well paid job there, property etc? That's more important. Also, on DS-160 he should disclose you as a relative in the US. There's a high chance his visa will be denied though because of you living in the US.

 

As mentioned by @Mike E, if he has a chance of coming on visa waiver program, he should use it instead of applying for visit visa.

in some border security videos,   they look at amount of money available thru debit or charge card to support the amount of time a person will be in the country

New Zealand, Canada and Austrialia are known  for this practice

 

US is more proving the person will return to his/her home country by having a job,  owning property in home country and   round trip ticket and NO documents like a birth certificate,  resume (things that would make it appear the person intends to stay)

I was turned back once as the BO wanted me to have 1k a week for travel. She was focused on that. Didn't care that I had credit cards or debit cards with funds in it. That was the only time I was ever asked about money.

I was asked once how much I had on me, about $20 I think, all the loose change from prior visits

I was once given a secondary because I had loose change from prior visits to over a half dozen countries.

Not to burst your bubble. My husband applied back in October 2010 for B2 Visa and I am USC. He got denied and the CO told him "Just wait for your petition." We just then applied for Spousal Visa in 2012 which he was approved and now he is USC. But like what the others said, if you really want to pursue it, make sure you have strong ties back home. Goodluck :)
