Brother-in-law and his family.

My Brother-in-law is wanting to immigrate and bring his family.  My Wife and my stepdaughters have been in country roughly 1 1/2 years.  Her brother is wanting to come here and bring his family.  He has one son about to turn 21 I think in July, a 16 year old daughter, and one more daughter a little younger.  I realize his son would have to probably have to file separately.  But I don't know what form, or class of Visa is needed, or how to begin the process.  they are originally from Tajikistan. Jobs are scarce there. he is currently living apart from his family, working in Germany as a UPS driver.  

What can information get started to help him?

Family is out so he looks for a job with a Company that will sponsor him or looks at an investment visa if he has the money.

 

What does he do, what are his qualifications, his degree? UPS driver is not going to hack it.

Investment visa if he was more than 500k, work visa if he is high skilled, students visa if he have the funds but I don’t think he can bring any child over 21.

 

There is not a lot of options. 

 

You wife can just apply for him when she becomes a US Citizen and will take around 15 years.

 

He cannot come and adjust status. Or just came to live here because the want.

Play Diversity visa lottery in October/November? Brother in law plays, his wife plays. The son that's over 18 can also play but if he wins only he gets to come, not the rest of the family.
