So my husband CR1 application was approved. My understanding is that his green card will be sent to our address in America. I recently moved and sent an address change request to USCIS, however they responded and said that they weren't in charge and NVC was. I tried changing the address in the NVC portal but they wont let me make any changes.

 

So who exactly should I contact and notify about the address change? who is in charge of sending the green card. I gave the new address to my husband to let them know at his interview, but they never asked about it so he forgot to mention it.

YOu update the address at the border.
