Filed I-130 petition. Beneficiaries arrived last week of March 2023. How long after arrival will the green card arrive?

Exactly this! This payment would have been a recent payment.
 

After paying the fee, it could take up to 90 days to receive the green card. I remember receiving a confirmation after paying the fee and the confirmation also mentioned the timeline for receiving the card (up to 90 days) and to contact USCIS if I hadn’t received it after 90 days. I ended up having to contact them, and received my card after 120 days.

Father in law arrived Nov 14th

The US Embassy in Manila (which presumably issued the OP's parents' visas) emails the beneficiary with the instructions to pay the USCIS immigrant fee after visa issuance.  From my experience, USEM is very diligent in emailing the standardized instructions throughout the visa process, including what to do after the visa has been issued.  It's the case-by-case email responses that they're not so prompt with.

Thank you for the reply. Unfortunately, we did not receive an email with the instructions to pay the USCIS immigrant fee.
