Two questions:

1. Do Intermediate Relatives (IR2) have to wait for a slot to open?
2. If yes, when's the best time to check USTravelDocs?
- I just checked it today and it said that there're no slots available.
- Should I check every day? Is there a specific time (e.g., midnight/early mornings) that slots usually open at?

Any tips here for appointment booking?

Once you get the visa, you're all set as long as you enter the USA within the validity of the visa.

Alright ...

I still have to get an appointment (interview) but it seems like some of my documents could expire before I get an appointment.
Do I submit new documents on CEAC before I manage to schedule an appointment, or do I wait for an interview date first before submitting new docs?

Note: I'm DQ'd - I don't know if submitting new docs now could affect my DQ status and further delay my visa. So, I'm asking this.

I don't know if this will be an issue, it depends on what documents you're referring to and the consular officer that will conduct the interview, if you want to be on the safe side, you can submit them or take them to the interview but I doubt any civil documents expiration matter except the police/court documents if they're more than a year old.

How about expedited cases? Is it the same?

Note: the NVC expedited my case and I made no request for it to be.

What is the CEAC status?

Assuming you are expedited, and your IR2 case is "Ready" at US Embassy Manila(?), are you saying that you can log into USTravelDocs and make it as far as the IV scheduling calendar and you see no availability on that calendar?  Or are you getting the "case not loaded" error when you enter you case number and never reach the calendar?  I can still log into USTravelDocs with my wife or stepdaughters finished cases and look at available appointments.  It's showing the first available IR2 interview as March 13 and there are many IR2 slots available for expedited or reschedule cases.  So if you are seeing a calendar at all with no slots available (rather than the "case not loaded" error message that won't let you even get to a calendar) it sounds like something is not quite right.  For expedited cases at Manila you will be instructed to self-schedule and recently it's been taking 2 or 3 weeks from the status "Ready" to actually being able to schedule.  You should get an e-mail with self-scheduling instructions from the Embassy.

Does that e-mail starts with this:
"Congratulations! Our office is ready to begin the final processing of your immigrant visa application.  You should follow all the interview preparation instructions located on the Embassy’s website. Please scan the QR code below for more information. "

As for the schedule - I checked again this morning and 1 slot was open so it seems to be fine now.

Yea, that's probably the e-mail.  So all good now?  You got a date in the immediate future?  Maybe just a glitch with their website or something.
