Per NVC:

Are 16 years old or older Lived in your country of nationality for more than 6 months at any time in your life Your country of nationality
Are 16 years old or older Have lived in your country of current residence (if different from nationality) for more than 6 months Your country of current residence
Have ever lived in another country for 12 months or more Were 16 years or older at the time you lived there The country where you used to live.
Were arrested for any reason, regardless of how long you lived in that city or country, and no matter what age you were   The city and/or country where you were arrested.

Note: Present and former residents of the United States do NOT need to submit any U.S. police certificates.

Important: Police certificates expire after two years, unless the certificate was issued from your country of previous residence and you have not returned there since the police certificate was issued.

Unless there is something specific about Malaysians needing PCC's from the Philippines if having lived there for 6 months but less than 12 months, then the PCC is not needed.

 

Also, for the Philippines it is the NBI Clearance certificate, not the Certificate for Good Conduct, which is Malaysia specific.

OP is a K1, would be beneficial if you would post the requirement for that visa and not an IR/CR visa cuz the requirements are different

Back when we did our K1:

5.POLICE CERTIFICATES: Each visa applicant at least 16 years of age, must submit an original police certificate: 10/20/2016

 from the police authorities of the applicant's country of current residence if the applicant has resided there for at least six months after attaining the age of sixteen;

 from the police authorities of all other countries, except the United States, where the applicant has resided for at least one year after attaining the age of sixteen;

 from the police authorities of any country where the applicant had been arrested for any reason, regardless of how long he or she lived there.

 

Each country has their own guidelines per Packet 3.  For some reason India came up when I searched for Malaysia packet 3:

FOREIGN POLICE CLEARANCE CERTIFICATE:

If you have resided in any other country for one year or more after the age of 16, you may also be required to submit a police certificate for this country. Check the visa reciprocity table on the website http://travel.state.gov/content/visas/english/fees/reciprocity-by-country.html for each country you have lived in to determine if a police clearance certificate is required and how to obtain it.

 

The only relevant information I discovered for Malaysia is their reciprocity information for Certificate of Good Conduct:

Registration Criteria: Both Malaysians and non-Malaysians who have resided in Malaysia for a period of more than one year may apply for a Malaysian certificate of good conduct. The application form for the Malaysian Certificate of Good Conduct, as well as the addresses and telephone numbers of Malaysian Missions abroad, are available here. Processing time for the certificate is one to two months from the date of submission.

 

Malaysia does not offer their PCC equivalent to foreigners who resided less than 12 months there.  Therefore, my assumption is that they also do not require PCC's from other countries for stays less than 12 months.  I would like to get confirmation from someone who has the Packet 3 link for Malaysia.
