Getting official documents from Chinese Notary

Hi everyone! 

 

I am wondering if anyone has encountered this situation and what your suggestions are. I am a US citizen sponsoring my parents. They immigrated from China to Australia in the 80s, so are missing a number of official documents including No police records from the Chinese Notary office. The list of required documents indicated in the official website doesn't apply to them since they didn't have a temporary visa when they lived there, nor still hold a residence card... The companies we contacted that deals with getting notary documents for people would not even start the process since documents are not obtainable. Any suggestions as to what to do next? Thank you!
