Please Help, Question on Police Certificate

Here is what I wrote to the consulate:

Good Morning,

I have a question regarding the required police reports. My fiance, from Kosovo, had a work visa for Slovenia valid for 9 months. On some websites I see that police reports are required for stays more than a year or more than 6 months. Being that his visa was only for 9 months, I am not sure what is required. This is where my question is : My fiance left Slovenia after less than a month, and moved to Italy, where I met him. His visa dates are for 25 November 2003- 23 August 2004 He has no passport stamps that show that he entered Italy, nor a visa for Italy. He does not have a residence permit for Italy, either. He did, though, register with "Gente di Pace" , People of Peace, in Rome on February 11, 2004, which means that he had to have been in Rome to Register. It states that the recognized him as a Person of Peace who lives in Italy. Because he has this, and was never really in Slovenia for longer than a month, do we still have to get a police report from Slovenia? We do have this document that isn't from the government of Italy, but from the church of Italy in Rome, that states he was in Italy. Would this be valid evidence to state that he wasn't in Slovenia for longer that 6 months and so we don't need to get his Police Report?

This is what the Consulate wrote:

In addition to the Kosovo police certificate, your fiancé must produce a police certificate from other countries where he has lived for at least 1 year since age 16. He may then need a certificate from Italy, if he has stayed there for over 1 year. According to the Immigrant Visa Instructions, he must also, if applicable, obtain a police certificate of any place where the applicant has been arrested for any reason, regardless of how long he lived there. We cannot evaluate documents via e-mail, therefore he may bring the Gente di Pace document along with him to the interview for evaluation, if he has resided there for over 1 year.

So do we have to get a police certificate from Slovenia? Our friend went to the office to try and get it, because it would be easier to have it, of course, but the office is closed until August 20 (everyone takes a month long vacation), how convenient. So I am wondering... it seems in the email that he doesn't need the evidence from Slovenia?
