It takes 20-24 months for interview in Islamabad embassy, so you have at least until August 2024. Everyone on this website has been waiting for interview at islamabad embassy, my wifes has been waiting for her interview since 13 months.

Your PD is current as per the latest visa bulletin. For F4 - the PD is current to 15 December 2007. Since your PD is in February 2007, something is out of ordinary. You should contact the US consulate to find out (in my opinion).

The OP was advised, several days ago, that the queue for ISL is a couple years or longer.  The OP has also posted, several times,  his DQ date as 2022.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

The final action chart for F4 is 22APR07.

 

In theory you should have been scheduled an interview.

 

In reality, it seems the Final Action chart for F1, F2B, F3, and F4 is fake news. When a PD is current relative to these dates, it seems that visa numbers are not actually available. Rather retrogress to reflect reality, DoS insists on keeping the fictional final action chart.

 

You can try a writ of mandamus, but I expect you will be denied. But you might get unique visibility into your actual place in line, or the judge might force DoS to publish a real final action chart
