If they are telling you it likely wasn’t the reason for denial I would be a little concerned. 
Was your partner working in the US when she visited you? 
Did she engage in any behaviors that might lead to a denial at her K1 visa interview? 
for your sake, I hope it is because she stayed in the US for 90 days plus 4 hours because that won’t impact your K1 visa application.

Not sure what difference that makes. 1 minute or 4 hours - same thing - she overstayed.

 

No point calling the 'ESTA centre' whatever that is. She is not eligible to use the WVP again. So she was not even eligible to apply for an ESTA this time and won't be eligible ever again, in her life.

This is the part I’m confused on. However, on the NVC website, it states that you should receive an interview appointment letter from the NVC 🤷🏻‍♀️ I’m just unsure how long their processing time is to receive the welcome letter. It’s only been about 8 weeks so far..

Then why did you start this thread saying you had no idea why the ESTA was denied?  Obviously the overstay is the reason.  The date CBP requires a visitor to leave is not just a suggestion.
