N400 interview - weird - failed only "English understanding"

Hey guys. Asking for a friend. She went to her citizenship interview in Charlotte, NC, and a black gentleman, last name Jackson, interviewed her. (I give these details for informational purposes only.) She passed everything except "understanding English". So he said they will re-test her on her English understanding.
 
How does this work? She passed reading, writing, and speaking.
 
(Here's some background information): My friend said that everything went fine, but at the end of the interview, the officer apparently asked her to stay seated until he comes back, but somehow she understood something else, and she started to get up and follow him, and he got upset and "I said stay seated." And she said "I'm sorry, I just got nervous." And then he came back and said "I'm not going to pass you on English understanding." And gave her this paper. (See attached)
Anyone ever encounter something like this?  

What happens on the 2nd go-round?  She just appears for some chit-chat with the officer?  Thanks.

It could be anything. Probably some general questions about her immigration journey, places of residence, dates, etc.

 

"D. Subsequent Re-examination

USCIS may schedule an applicant for a subsequent examination (re-examination) to determine the applicant’s eligibility.[35] During the re-examination:

The officer reviews any evidence provided by the applicant in a response to a Request for Evidence issued during or after the initial interview.

The officer considers new oral and written testimony and determines whether the applicant meets all of the naturalization eligibility requirements, to include re-testing the applicant on the educational requirements (if necessary).

In general, the re-examination provides the applicant with an opportunity to overcome deficiencies in his or her naturalization application. Where the re-examination is scheduled for failure to meet the educational requirements for naturalization during the initial examination, the subsequent re-examination is scheduled between 60 and 90 days from the initial examination.[36]

If the applicant is unable to overcome the deficiencies in his or her naturalization application, the officer denies the naturalization application. An applicant or his or her authorized representative may request a USCIS hearing before an officer on the denial of the applicant’s naturalization application.[37]"

Look like your friend didnt pass the civil test oral and written.

Her problem was not understand the comand about be seat. The office didnt mark that she passed the civil test.

So she will be test all the questions again.

January 11, 2023 oath ceremony, Indianapolis. After that done with uscis😂🤭🤫

I took my oath ceremony in Indianapolis, it was a nice ceremony, where people from 35 coutry become american citizen.

01/11/2023 officially done with uscis :)

January 13, 2023 apply for us passport.( regular service).

March 11, 2023 passport in hand

She will be given the entire test, so a free Re-do.
 

Tell your friend to practice relaxing at next interview and make the Officer repeat any question or statement that is unclear. 


If she can recall the exact civics questions AND her exact answers, compare them Word by Word to the correct format, she can determine if she had passed or she needs to work on memorizing exact responses. 
Sounds like Officer was going to review with Supervisor if he should accept her possibly incomplete answers and that last sit/stand mishap influenced the decision .

 

Either way, it’s a good thing she gets another chance..and yes, some Officers are stricter than others.
