Does this mean that our LPR in US cannot file concurrently for their spouses? 

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

Not yet it appears.

For all family-sponsored preference categories, you must use the Dates for Filing chart in the Department of State Visa Bulletin for April 2023.”

 

So answer is at least through April 30, 2023, LPRs can do concurrent petitions. At least that is my interpretation.

Look the OP and you will see that F2A is allocated by country.

 

There is an annual limit (quota) on how many immigration visas there are of each category and no country can take more than 7 percent of that quota.
