Could USCIS be delaying filers on purpose just to use the new fees?

MY I - 130 was finally approved.

I recieved an NOA approval Notice dated for 7/13

What's the next step? There's no way my wife will be in the country before 7/30 and I filed my paperwork almost a year ago. When she gets here will I have to pay 1010 for the I-485?

08/29/2006 - NOA for I-130

02/24/2007 - Filed I-129

03/05/2007 - NOA for I-129

03/15/2007 - Transfer Notice for I-129 to VSC for processing

05/07/2007 - Transfer Notice for I-130 to CSC for processing

05/15/2007 - Receipt Notice for I-130 now pending at CSC

05/30/2007 - Transfer Notice for I-129 to CSC for processing

06/08/2007 - Receipt Notice for I-129 now pending at CSC

07/13/2007 - I-130 Approved

08/15/2007 - I-129 Approved

08/22/2007 - Return Completed DS-3032 / Paid I-864 Bill

09/05/2007 - I-130 sent to Montreal Consulate

09/07/2007 - I-129 sent to Vancouver Consulate

09/14/2007 - I-129 recieved by Vancouver Consulate

09/15/2007 - Recieved IV bil

09/19/2007 - Paid IV bill

09/20/2007 - Packet recieved from Vancouver Consulate

11/08/2007 - Interview with Vancouver Consulate

11/16/2007 - K3 Visa recieved

03/25/2008 - Interview letter with MTL for CR1 recv'd

05/23/2008 - Interview with MTL consulate for CR1 - update: CR1 approved and recieved!

05/23/2008 - Rentry into the US with approved CR1 in hand.

06/13/2008 - Welcome letter NOA

I thought the $1010 was to adjust status for the I-129F not the I-130.

Anyways update your timeline so it will update the averages for all those still waiting. This is the only way we can have an idea of when we will be adjudicated. Lately mine has been moved back more and more. Thanks....and good luck.

September 10, 2007 Called CSC, file is "in transit" (Touches sept. 10 & 11)

October 16, 2007 NOA2 mailed

November will not forward to NVC, due to pending I-129f

I-129F

April 16, 2007 Sent to Chicago, IL; April 17, 2007 Rcvd, Apriil 20, 2007 NOA1

May 11, 2007 Transfer Notice - CSC

June 6, 2007 Touch - "The case is now pending at the office at which it was transferred

August 27, 2007 faxed expedite request (August 27th, 28th Touch)

September 3, 2007 Called CSC, nothing yet (Sept. 3rd & 4th Touch)

September 10, 2007 Called CSC, file is "in transit" Touches sept. 10 & 11

October - RFE, Received, then moved into additional security checks for 6 months or more

Well, no. Your I-130 was approved. That results in an immigrant visa that requires no status adjustment.
