DV lottery and form I-134 (turkey embassy)

I have a question and hope you could help me.. I know form 134 is not really requirement according to state department but the USA embassy in Egypt sent me list of things needed and the form was listed.. my cousin filled the form for me who's married but his wife don't want to be part of this and he didn't list her as dependent or use he income.. would that be a problem?

Each diversity visa applicant is required to show that they are unlikely to become a “public charge” when in the United States, or primarily dependent on the U.S. Government for subsistence.  To do this, you should be prepared to convincingly present evidence of independent resources to the consular officer on the day of your interview.  These could include income, savings, investments, or evidence of other assets you may own.  If the evidence you provide is not sufficient, you may be required by the officer to submit a signed I-134 Form by a sponsor, as well as evidence of the sponsor’s current financial circumstances.

That's interesting they're asking for it. My sister came via DV 10+ years ago and didn't have to bring I-134. But she did have an offer letter already and did her Masters in the US.

I’m not aware of the DOS stating anywhere that form I-134 is not really a requirement considering there’s an expectation for selectees to be able to demonstrate they’re unlikely to become a public charge in the US. An I-134 is one of the documents that can be used to demonstrate self sufficiency, so embassies (such as yours) therefore proactively require it.

 

My understanding is even if your cousin has not listed their spouse as a dependent on their IRS tax filings, there’s no problem with not listing them on the I-134 in that case.
