On a quick search a flight from LAX to Beijing is below 1000dlls. So I doubt financial hardship would be enough. Regarding COVID restrictions, they're no longer in place. 

 

I recommend you both meeting, maybe in a third country and avoid wasting time and money on filing a petition that will very likely be denied. 

Thank you very much for your advice. Very much appreciated. According to my research for the airfare, it’s about somewhere between $8000 to $10000 and the flights are very limited between China and LAX . We are expecting the airfare gets reasonable price. I heard some airline companies are increasing flights to and from China. Hopefully by September.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Thank you very much for your ideas. I have no idea how she is able to live with me in the U.S. with her US tourist visa, and how to live with her in China with my Chinese tourist visa. That’s my concern.

My fiancé lives in China. We miss each other very much. Now the countries are opening for travel but the flights to and from China is still difficult and airfare is sky high. We have seen each other since June 2017. She visited me several times in the U.S with her 10 year U.S visa and I visited her in China several times with my 10 year Chinese visa. So I have all the evidence of relationship.  I hope Covid-19 pandemic restrictions are the reason for hardship.

No, you will not get a waiver due to Covid.

$8k USD for a flight?  Maybe if you insist on first class, but otherwise very much doubt that.

Uh, she CANNOT.

 

You really need to do some research.  You also may benefit from professional assistance with the visa process, because you do not understand how it works.

There is no "luck" involved.  There are rules and timelines.  US immigration is expensive and time-consuming.

Thank you very much for your reply. Those airfare are from some airline company between China and the United States, round trip, economy class. The airfares are declining.

Yes, you are right. I have no idea how the visa process works.  We will wait until we see each other soon sometime this year, so I don’t need to worry about 2 year in person meet.

While waiting, please try to read and become educated on the process.  It will help with the expectations, and in the long run, it can save you time and money if you understand how it works.
