COVID Vaccine Requirements for Young Children Medical Exams in Mexico

Hello,
I'm looking for some up-to-date information on the COVID vaccine requirements for the children of LPRs in Mexico. It is a wife and two children (ages 2 and 5) with an interview and medical scheduled in Juarez in April.

The mother has her COVID vaccine, however, the vaccine is not being administered to children under 5 in Mexico. From what I'm reading the 2 year old should qualify for a waiver due to her age. The 5 year old only recently became eligible to receive the vaccine in Mexico, however, getting the vaccine in Mexico is challenging. We've been unable to find any clinics or health offices with the vaccine available and now as we approach the medical and interview date the 3-week waiting period between doses is quickly closing our window of opportunity.

Does anyone have any recent experiences with this vaccine requirement for a young child at the Juarez consulate? Does anyone have a best recommended course of action?
