Jim Hacking, an immigration lawyer that also has a You Tube show I believe.  I have no knowledge of him, but many seem to feel he knows his stuff.  Personally, I would wait until you know exactly why the N400 was denied before taking additional action.  As to filing the N400 with a pending I751, many people do that and it does not end up in automatic denial of the N400.  My wife did it and the files were combined at our USCIS office and both were approved together.  

Yeah it probably got denied because the i751 is pending.  I wonder why my wifes wasn't done concurrently?

As far as I know one has to have an appointment to go to a uscis office correct??

Not really. For most cases filing N400 helps the 751 move along. 
 

First things first, wait on the letter and see what it says. Come back and tell us and we’ll go from there.

No, it usually doesn’t get denied with a pending 751. It just remains pending

Most of the times, yes. But I’ve heard of people going first thing in the morning with the documentation, and they get seen by a supervisor. If you try to make an appointment, the most probably will say no. I’d go in person

Yeah, I went back and read the thread, so I agree, the issue was the missed I751 interview, not just that the I751 was pending.  Did you resolve the I751 issue?  Was the I751 denied?  Is there a Notice to Appear order (you can search by A# at the site below).  As others have said, you need to fix the I751 issue first so I would focus on that.

Yeah we are waiting on a tier 2 to contact us regarding the i751.  It seems like Worst case scenario we just have to file the i751 again.

 

The latest tier 1 we talked to said that the address change wasnt done correctly so the notice for interview was sent to an old address we filed the i751 from.

Didn't one of the other Tier1's say there was no I751 interview notice.  This just adds to the fact that the Tier1 information is essentially useless.  Maybe contact your Senator or Representative.  Most of these offices have an immigration expert, and maybe they can help.  You can also try the CIS Ombudsman.  Again, I would focus on the I751 issue and try and sort that out.

I do hope you have reached out to your Congressman for assistance. Google their office download the Case Authorization form and call them to follow up. 
 

You have an excellent chance to get the I.751 re-opened …no matter the error in the AR-11. 
 

Keep trying for an Infopass appointment and/ or show up in person to the Field Office with your wife and see if they will let you in. 
 

The N.400 officer could have done more than pass the buck and a supervisor could have made an on the spot decision to re open the I-751 the same day she was interviewed for her citizenship.

I called uscis again, the tier 1 says that after 30 days of a service request I can call back and then get transferred to a tier 2.

 

The tier 1 says the case is still open.

Excluding extreme options, you can 

 

1. Hire a lawyer to both try to appeal   I-751 denial and appeal the N-400 denial. Given the AR-11 wasn’t filed correctly, I think there is little chance of winning. And I think it will cost at least $20,000. 
 

2. File a new I-751.  Wait for the receipt.  File a new N-400, including a copy of the I-751 receipt.  
 

I recommend option 2.

I think that’s the safest bet, but hopefully you’ll get the N400 denial notice before the tier 2 call. 
I wouldn’t refile anything until you know why she was denied. To me, it’s not very usual that they deny the N400 just because the 751 is pending
