Then it is possible the I751 has not been completely closed out.  As @Family suggested, get with your Congress representatives, and find out what exactly the status of the I751 is.

Even if the I-751 was denied , IT CAN be re-opened if @landl100 takes the steps outlined …FOR SERVICE ERROR. OP had multiple contacts with USC , verified his address and the “old address “ for AR-11 is inconsequential…to the lack of notice. 

Unfortunately , many on this thread keep repeating it as if it it is some sort theoretical “ blame /fault” of OP…along with unwarranted advice for him to file anew before he gets an InfoPass  or has a chance to get through to a tier 2. 
 

I was shockingly surprised yesterday ( helping someone)  when I called USCIS, used the “ lost receipt “ magic words and after 3 minute wait , the call was picked up by a tier 2 Officer….go figure.

Glad to see you are in battle mode , tap into your inner Ghenghis Khan and do these things Today:

 

1. Google congressman/download Case Authorization, fill it out and call them 

 

2. Write up  “ a Service Motion To Re-Open I-751/N-400 Due to Service Error “ Letter 

Keep it short and concise ( use talking points I posted earlier). 
*** u can use this letter to save your efforts of explaining correctly WHAT HAPPENED and WHAT you are requesting . 
3.  Mail letter along with Congressional Inquiry Case Authorization to Field Office Director ( Google for Name) 

 

4. Attach letter to Congressman in email request for help ( but call them and get a human).

 

5. email omnbudsman ( they won’t respond for a long time but it’s ammunition)

 

6. Poke the bear till you get through on phone or drive there in person …if Field Office within reasonable distance .*** You are looking to get past security without an infopass appointment, so here NO BATTLE mode…just human connection. It happens, it’s real..but u won’t know til u try***
 

Good luck , don’t give up. 
 

Attach copy of I-751 and N-400 receipt/decision with your Letter. As you can probably tell…even though they saw the whites of your wife’s eyes..N-400 officer “ saw “ the denial on day of her interview, he never bothered to get a copy of said denial, never bothered to have a supervisor review the Lack of Notice your wife claimed WITH him on day of interview….

Likely because the i-751 was denied long ago due to no-show for the interview. Looks like there isn't a pending i-751 and hasn't been for quite some time.

I called the uscis again and the lady on the phone said that she has sent a request for an i751 interview to be rescheduled.  She also made sure the address change was accurate currently.  She said I should have a decision in 30 days or less if they will reschedule.

Excellent progress …BUT you still need to follow through with Congressman/Letter to Field Officejet Director and email to omnbudsman .

Just include details of most recent phone contact and “ promise of action “ by the officer u spoke to…along with a statement that given the numerous “ phone” and “ in person “ contacts with USCIS and the incredible variations of assurances you have received each time…nothing ever happened….You need Congressional Liason to intercede AND HELP make sure USCIS will take action needed to Re-Open BOTH I-751 and N-400 ON SERVICE MOTION. 

 


 

This is to make sure they pay attention, put them on notice that you are not going away quietly . ..

I sent the letter and forms to my Senator yesterday, I even called their office and explained. Most likely the i751 was denied but not closed so it will just be rescheduled for that interview. I don't know if a Senator can reopen a closed n400.

Denied due to abandonment is the term USCIS uses and closed is simply what most people use interchangeably to mean the same thing, no difference. When they reschedule it , they will have Re Opened it. 
The N-400 was also “ denied “ because the previous I-751 denial meant she was not eligible to Naturalize having no LPR status …

Both I-751 and N-400 get re opened by USCIS, Congressional Liason is able to communicate with USCIS and have them look at the files .

 

Sorry , Am harping on words/ vocabulary, but it’s important for you to use them effectively and accept no flimsy/ vague explanations or pushback from anyone. 
 

I don’t know why you chose the Senator, as their office is not the one who engages frequently in these battles, rather it’s the Congressman’s Office that is the go to. You can do both .

 

You will need to keep trying to get through USCIS ( phone or InfoPass) so you can attempt to lodge a Service Request specific to re opening the N-400 …just like you did w I-751. You cannot afford to assume the previous service request includes both….and do that before 30 days from date of N-400 decision. 
 

Am hoping you will get it resolved without the need to file N-336 , but it’s worth filing if all you hear is crickets or silence as 30 day deadline approaches ….so put it on your calendar 3 weeks from date of N-400 denial.

I am quoting this post to point out something that may have been missed as this thread has continued. In this post, the OP says that they received a physical letter at their correct address stating that an interview was scheduled and instructions will follow. 

 

I'm not sure how OP supposedly making an error on their AR-11 is relevant when one letter arrived to the updated/correct address but the actual interview letter didn't. Receipt of this letter at the correct address proves that USCIS did process the address change. 

 

However, it was a huge oversight to not follow up at all in the last year and a half. Sure, things move slow but contacting USCIS over a year ago probably would have solved a lot of these current headaches. But of course, hindsight is 20/20.

 

OP, I hope you get a favorable result from your efforts.

Well that changes everything.  
 

I now agree with @Family and @Dashinka that there is a path to reanimating the I-751 and N-400 without hiring an attorney.
