I was married 1/28/2023 in sagay, Philippines Our marriage was registered. 1/30/2023 and we did not expedite. Is it too late to expedite at LCR?

Most likely yes. It has probably already been sent to PSA in Manila. I always recommend requesting expedite at the time it is submitted. If not it will take 5-6 months.
