My understanding is that, as far as CBP, he is still a resident. No reason not to let him in. Anything else could be resolved later through the court.

But I am afraid that we are not getting the full story. Until OP provides a clear timeline and details, all we can do is work with what we have, which is close to nothing.

I think that if he claims to be a citizen they by law have to investigate if the claim is true. He might sit on a detention center until their investigation is completed 😅 idk if coming back to the us is worth that risk. Could he do a FOIA request to see what information he could find to use in his favor?.

He should not claim to be a citizen unless he is placed in removal proceedings. And once he is inside the USA he should claim his U.S. citizenship
