Wait Time for Packet/Email from Embassy

Timeline

We were notified that our approved K1 petition/case was sent to the Embassy in Rio de Janeiro, Brazil by the NVC on Feb 14th and our case status changed to ready the 15th. I emailed the consulate to see how long it would take to receive the email with the instructions (packet 3) and they replied that it could take up to 3 weeks for them to receive the case and send that email. I did the DHL hack and I'm pretty sure our case has been received by the Rio Embassy, but we haven't received the email yet. My questions are:

1. How long does it usually take to get this email for everyone else now-a-days, and do you even receive it?

2. I've been told we will need it for the medical exam and the interview, is this true?

3. Also, we went ahead and scheduled my fiance's interview as per the advice on one of these forum topics, so if we don't receive the letter by the appointment date, will we have to cancel the appointment?
