Think about every single monthly bill that you had - electricity, gas, phone, internet, cable, car insurance.  Most places you can log into your online account and review, download and print past statements.  Do it for everything that you can, assuming either you or your ex still have those accounts.  Even if you don't still have those specific accounts maybe a call to or more likely a personal visit to the payment office for each can probably get you copies once you tell them the urgent reason to get them after the fact.  Make sure you take identification with you.  This will take some legwork on your part but your ROC depends on it.  You can't just say " I sent everything I had".  They have already said it is not enough with the RFE.  It is on you now to find more evidence.

My ex husband had a union insurance and he would not receive any statements. He just got a proof that I was on his insurance and we sent that proof. But we sent the lease apartment for 3 years(each year) and the utility bills , for almost each month.

my husband is in a union and we receive statements for every single time we use the insurance. Did you ever go to the doctor?

Another thing, @Ani2, if you and your ex still have old Driver Licenses showing the same address, scan them next to each other and include in your evidence.

We still have our old drivers license. Could I also include the bank statements from our checking accounts , but they were not joint, but it does show the address on the statements that we lived on together?

Yes this also helps. Include them. You would have to explain in cover letter that despite some accounts were not joint, they're showing the same address.

I've got a feeling you got all the necessary evidence, just need to work harder, organize it well and be creative. You got this!

In addition to sworn affidavit from ex spouse, get some from friends and people who knew you as a couple. Get from landlords who saw you living together etc.

Good idea.  While I normally don't recommend affidavits, this case deserves an "all hands-on deck" strategy.  Give them anything and everything you can find.

That’s definitely something that I could get from a lot of people. Thank you for advice

Actually, the letter that I received from USCIS mentioned all options that I have to prove a bona fide marriage, and one of the options are Affidavits.

While USCIS mentions affidavits for other things, they are normally very weak evidence.  In this particular case, you don't have a great deal of other new quality evidence.  Good luck.
