Once approved, the NVC stage will start. To get document qualified (DQ) she will have to file an I-864 signed by you. At that stage you need to be either living in USA or provide convincing evidence you will be living in Re USA before her visa is issued.

Thanks, what is the difference between I130NOA1 and I130 NOA2 in timeline?
Any advice to take less time to approve?because of applying outside us by online it takes that my time?

what about the instructions of form i130 that says we contact you a few weeks after submitted your form to provide your biometric? (According to im in iran not us now)

NOA1: the receipt 

NOA2: the decision: usually an approval

Provide all the required evidence.  File before she reaches age 21 or it will be hopeless. If she recently reached age 17, file now and try to expedite on the basis that if she gets her visa at age 18 versus 17, then she won’t automatically acquire citizenship.

Makes no difference.

Biometrics  for petitioners of I-130. If required, the case is in trouble and you should hire an immigration attorney.
