Now that I am DQ'd how do I go back and get a copy of the receipt? I was told I have to have the ds160 receipt for the interview. or a copy of the DS160.

spousal visa applicants do not fill out DS-160. That is for non immigrant visas

EVERYBODY THAT GOES THROUGH THE NVC PROCESS HAS TO FILE ONE IN ORDER TO BE DOCUMENTARILY QUALIFIED

If you mean DS-260, then yes. But definitely not DS-160 - that is for non-immigrant visas.

You need a confirmation page, for having submitted the form, not a receipt for paying the fee.  You can't complete the form without first paying the fee.
