Fill out i130 without beneficiary’s password numb

Hello 

answering to this question would really help me. 
I am a us born citizen and live in iran. 
my daughter is 17 years old and according to iran’s low she can get passport  only with her dad‘s allowance until 18. So she haven’t passport number. At the first:

want to know if i can fill out form i130 online for her, here in iran?

and what can should i do for part that ask passport number. 
Actually because of saving the time that it take to approve form i130 it means alot to me for fill i130 as soon as possible.

If filing by paper don’t enter a passport number.  
 

If filing by online, what happens when you don’t enter a passport number?

Thanks for replying. I will fill out online. I didn’t submitted the form yet to know what happen, accept or not. But in the introduction the form wrote that if you don’t answer any of blanks your approval be delayed. However It doesn’t matter for me. Because my daughter will get the passport next year. 
i want to know my is it possible that my case be denied because of that or they will ask me to send them case number in next step.

Many beneficiaries do not have a current passport at the time their petitioner is filing the I130. Leave it blank. Its not the same as leaving critical identity information, such as a birthdate or address area, blank. All good
