DQ’d last month BUT got an update on lawfully saying that my ‘already’ approved I 824 was transferred to another office. What does this mean?

I 130 Approved in June 2022.
Had to file I 824 in July due to marking ‘yes’ for both consular processing and interview in the states question in the petition. 
I 824 was approved and petition was sent to NVC in December 2022. 
DQ’d January 2023.

Waiting on Interview Letter.

However, 4 days ago randomly saw an update on lawfully saying my I 824 was transferred to another office. I am confused as to what this is about because I 824 was already approved in December 2022 and in fact I was DQ’d last month. I am waiting on my IL.

Has this happened to anyone else? Please help me by commenting.
