Thank you so much. What do these stand for: (Sorry for my dumb question)

Just FYI, don't look at the US based processing centers (since you are going through Consular Process), but look here:

Processing times are therefore from around 250 days to 470 days for time from when the embassy receives the application to the interview.

You completely confused me about this timing thing :) .  I thought consular processing is when you give your documents directly to the Embassy/consulate.  I am sending my documents to the USCIS so is that going to be US based processing center? or consular?

Unfortunately (but maybe fortunately for you) , the process isn’t that fast. The first step (filing the petition) can take up to one year. Then the file goes to NVC where your spouse applies for the visa. At this stage, you will have to provide documentation showing you plan to live and work in the US. When do you plan on completing your studies?
several applicants from Iran have had issues with extended AP after the interview. I would plan for 2-3 years after filing I-130 before your partner will be able to move to the US.

ROK2USA explained it well in his reply, so I will just add to it.

What you are describing is called Direct Consular Filing, which is allowed only in exceptional circumstances:

Quote

Petitioners who believe that their situation merits an exception to routine filing directly with USCIS may contact the nearest U.S. Embassy or Consulate to request acceptance for filing overseas. Each request for an exception will be evaluated individually.

So unless you qualify for that, you will be filing in the US, into the USCIS mailbox (even if you live outside of US), or online. You will file form i130. That will take 6 months to 1 year to process, and then it will move to the NVC stage. Since your spouse lives outside of the US, once it is approved by NVC, it will be forwarded to one of the embassies listed here already: Turkey, UAE or Armenia. And then it will/can take another 250-470 days to process there for the Embassy to call your spouse for an interview.
