but that is the term they post till the entire process is completed and petition is either approved or denied

Refused only means the case is going thru administration processing and u are waiting for a decision

It's normal for all cases

So, clearly you know why your visa was refused.  It's because you are ineligible for the visa.  That's why the I-601 was filed.  You should never have expected a visa before the I-601 waiver of ineligibility was granted.  Now you wait, and MAYBE you get a visa.

Go ahead and update the DS-260 , it’s usual / routine for them to open it for updates after one year. 
How long ago did you file I-601 ? ( assuming after interview plus a couple months for attorney prep). 
 

You can update the DS-260 on your own, but if you have an attorney, make sure you let them know.

Visa was refused at the time of interview so I filed I 601 year back may be that’s why. DS 260 Reopened  my gassed.

Filed all most 1 year ,  Nothing changed on 260 every thing’s same as before. Still do I have to let  attorney about 260 reopened ?

Understood. Just keep checking on status of I-601. When/if it is approved, you can contact the consulate for next step. For now update the DS-260 , even if all info is same. Always a good idea to let attorney know

You mean to say just all over and if everything is same just click submit button?

Civil documents is locked not required.

YES..You must log in and update DS-260.

NVC will not be emailed you anymore, your case is w embassy. Until I-601: is approved, embassy will not contact you  by other means.
Re opening your DS-260 was a routine event and means all is well.

Ok Thanks for your advice I will update it and submit and see what will happen. Actually nothing changed last 1 year so just review and submit Right ?
