First read and research what they consider hardship. Lots of information if you do search top right of VJ screen l Type your questions on expedite . Sometimes they request proof , like doctor letters , other times they don’t. Remember you need to establish hardship TO YOU. 
Try reaching out  to members that have posted success .

You still don’t understand that those reasons are never going to get you an expedite. …Only if YOU have a medical and or economic hardship, will it even be considered. 
An hypothetical scenario  , if one  had a medical urgency , like a back injury or accident  and risks  losing work or job because one is unable to drive  …and needs help from beneficiary to help drive and also provide care for the ailing mother.

Above is just an illustration of how the medical/economic hardship directly affects the petitioner….

Any how is this considering USCIS error 👇

Applicable law: 

Generally a noncitizen who is convicted of, or formally admits committing, 
one CIMT is inadmissible. A noncitizen can avoid being inadmissible under 
the moral turpitude ground, however, by coming within the petty offense 
exception. Further discussion of the exception appears in legal texts, but 
the basic requirements are: (1) The noncitizen must have committed only one 
CIMT (ever); (2) The noncitizen must not have been “sentenced to a term of 
imprisonment in excess of six months (regardless of the extent to which the 
sentence was ultimately executed)” and (3) The offense must have a maximum 
possible sentence of one year. 



A person who comes within the petty offense exception is not inadmissible 
under the CIMT ground, although he may be deportable. Note, however, that 
the statute provides that the CIMT inadmissibility ground “shall not apply 
to an alien who” comes within the petty offense exception.

Timeline

I wish immigration would stop using the term refused

but that is the term they post till the entire process is completed and petition is either approved or denied

Refused only means the case is going thru administration processing and u are waiting for a decision

It's normal for all cases
