Marriage certificate

Am I reading the civil documents required correctly when they state the petitioner need to include a certified marriage certificate?   Or does this just pertain to the immigrante?  Why would you need the marriage certificate if you have a divorce decree and certificate?

Under civil documents under Marriage Certificates it says, "If you are or have been married, you must obtain original marriage certificate/ or certified copies of EVERY marriage.  Isn't the divorce document enough?

Exactly where does it say that? Please provide a link to that statement.

Under step 7  Immigrant Visa Process.  Scroll down to Marriage Certificates.

I think this is consulate specific.  My wife's consulate asked only for her divorce certificate.....but not marriage certificate.  Yes, this is for the applicant:

As many times as we’ve filed and re-filed this is new.  Our case would be DOA if I had to produce this.

Yep.  That seems to be an odd requirement.  I don't think I've seen that before.
