I'd also guess the argument here is highly skilled workers are in the best interest of the country when it comes to funding the federal government and the IRS.  This is also a dual intent visa, so you get your skilled worker, you get the initial visa fees and you get the PR application fees.  More lucrative for multiple reasons.
