That’s the time to Process the I-130 at the USCIS stage. His visa number won’t be available for many years at NVC, likely at least 20 years. You need to get acquainted with the visa bulletin, the category you’re looking for is F4. As you can see people who filed the petition in 2007 (which has been approved and is just sitting there ever since) are only now eligible to “proceed” to the next step (NVC) and eventually invited for an interview.

As @powerpuffclearly stated. The 9 months is just for the petition to be approved. Depending on the country the extra 15+ years is just waiting for an actual visa (visa number) to become available.
