Missed Call from Embassy & CEAC Status

Hello and Thanks to everyone - this site has been great for finding helpful Information through the K1 process thus far.

Sorry if this has been asked many times before.  I swear I couldn’t find anything related to my fiancé’s recent experience.

It appears our case has just arrived at the U.S. Embassy in Guangzhou, China.  My fiancé was called on January 30th (twice) and missed both calls.  Her phone was on mute as she was helping her sister and family get to the train station for their return trip home after the Lunar New Year celebration.

She noticed the missed calls afterwards, no messages were left.

We are still awaiting the arrival of the Packet 3, I guess we didn’t know that we should expect the Embassy to call?

Our case was previously shown on CEAC as ‘In Transit’ before January 30th.  After the missed calls, the status on CEAC shows two updates of ‘Refused’ and status of ‘Refused.’

Naturally, I presume the status is because the Embassy wasn’t able to reach my fiancé.

I had found additional information that a ‘Refused’ status could just mean that the Embassy needs more documentation.  We know this is definitely the case since we haven’t even submitted anything to the Embassy yet.

I’m wondering if perhaps the Embassy was calling to confirm the mailing address for the Packet 3?  Or if there would be another reason for the Embassy to call my fiancé before we have even begun to submit any documents to the them?

I have emailed the Embassy to inquire what to do (if anything).  Of course any reply may take some time, so I thought I would ask the more experienced people here in VJ.

Thanks for any insight or suggestions.

I appreciate your suggestion, both myself and my fiancé have tried to call the Guangzhou Embassy.  I have also emailed the Embassy via a website-submitted message (similar to the NVC) and to CIS.Guangzhou@uscis.dhs.gov

Sorry for my ignorance, but how does someone contact the Embassy by phone and actually talk to someone?

The number 20 3814 5880 (when called from the United States) only provides a long message.

The number 20 3814 5000 can reach an “operator”, but both the operator and the phone-tree selection for non-immigrant visa ends with a transfer to the Beijing office and another long message.
